Malloy McDaniel

Malloy, a Partner at S-3, brings more than two decades of experience from working in senior levels of Senate Leadership on Capitol Hill to founding a top government affairs firm representing numerous Fortune 500 companies.

After over a decade on the Hill, Malloy was one of the founding partners of West Front Strategies before joining S-3 as a partner. At West Front, he represented a broad range of Fortune 500 clients in various sectors concentrating in Tax, Healthcare, Energy, International Trade and Government Business.

On Capitol Hill, Malloy served as a top policy advisor to Senate Majority Leader Mitch McConnell (R-KY) coordinating outreach and strategy with business groups, trade associations and large coalitions in the areas of taxes, health care, financial services, and tech policy. Prior to his service in the Leader’s Office, he was the chief vote counter for Senate Majority Whip Mitch McConnell helping endure big majorities for the top legislative priorities of the Republican majority. He also assisted Senators in advancing their personal legislative priorities and keeping close track of each Senator’s voting history on critical legislation. He started Senate career working for Senate Majority Leader Trent Lott (R-MS) in a handful of roles from the lead Republican Floor Assistant to working in the Senate Cloakroom where he advised Senators directly on floor proceedings and parliamentary procedures.

Philip Easthill
Secretary-General of European Boating Industry
Philip Easthill is the Secretary-General of European Boating Industry (EBI), which represents the European recreational boating and nautical tourism industry with 32 members across 21 countries. The mission of EBI is to advance and represent a sustainable boating and nautical tourism industry #MadeInEurope. Key topics that EBI is working on are sustainability, circular economy, tourism, taxation, qualifications, access to finance, and international trade.
He has been in the position since September 2019 and previously worked in Public Affairs and Regulatory Affairs at EU level. With an academic background in Politics and Business Management, he is also an avid sailor and worked as a skipper and sailing instructor.

John DePersenaire
Director of Government Affairs & Sustainability, Viking Yacht Company
John DePersenaire brings more than 25 years of marine industry experience to his role
as Director of Government Affairs & Sustainability for Viking Yacht Company. A
dedicated advocate for boating and the marine industry, he helps lead Viking’s response
to policy and regulatory issues tied to trade, environmental compliance, fisheries
management and manufacturing. John ensures Viking has a strong voice in public
policy and helps the company navigate the intersection of business, regulation and
conservation.
As part of Viking, John spent 20 years with the Recreational Fishing Alliance, serving in
various roles including executive director. His work focused on protecting anglers’ rights,
supporting marine jobs and promoting long-term fishery sustainability. He currently sits
on several key advisory panels, including the ICCAT Advisory Committee, the Highly
Migratory Species Advisory Panel and the Hudson Canyon Sanctuary Advisory
Committee.
In recent years, John has led Viking’s government affairs strategy, including the
industry’s successful push to withdraw the proposed NOAA vessel speed rule — a
regulation with sweeping implications for boatbuilders, owners and coastal economies.
He also spearheads the WAVS Taskforce, a collaborative effort focused on whale and
vessel safety through research and innovation.
With a background in science, policy and communications, John brings a practical,
solutions-oriented approach to advocacy. He works closely with Viking leadership to
help shape policy, defend the interests of boaters and builders and support a healthy
marine environment.
